Jim Moran is a Marine Corps veteran, successful small business owner, and proven leader who has dedicated his life to serving his family, community, and country.
Born on a Marine Corps base in Albany, Georgia, Jim was raised in a family built on service and sacrifice. His father served our nation for 20 years in the United States Marine Corps, while his mother immigrated to America from Algiers, Algeria following World War II in pursuit of freedom and opportunity. Inspired by his father’s example, Jim joined the Marine Corps exactly 35 years to the day after his father enlisted, serving four years on active duty. The discipline, determination, and leadership instilled in him during his military service continue to guide his life today.
After returning home to Maryland, Jim attended Anne Arundel Community College while working in the concrete construction industry. In 1987, he founded James J. Moran Construction and later launched Increte of Maryland, Inc., a decorative concrete company that has grown into a successful regional business. In 2007, Jim founded Mid-Atlantic Pigments, LLC, a company supplying specialty color products for the concrete industry. As a lifelong entrepreneur and job creator, Jim understands firsthand the challenges facing small businesses, working families, and taxpayers.
For years, Jim and his family spent weekends on the Eastern Shore enjoying the natural beauty, waterways, and quiet communities that make Queen Anne’s County special. Nearly a decade ago, they fulfilled their lifelong dream of making Queen Anne’s County their permanent home.
Jim has spent decades giving back to the community through youth sports coaching, church and civic involvement, and public service. Before being elected County Commissioner, he served on the Queen Anne’s County Economic Development Commission and Planning Commission, helping shape policies that balanced economic growth with preservation of the county’s rural character.

Jim and his wife have been married for nearly three decades and are proud parents of three children: Ashley, Kevin, and Michael. Today, Jim remains committed to fighting for affordable living, conservative values, and the quality of life that makes Queen Anne’s County one of the best places to live, work, and raise a family.
